"During the 2024 National People's Congress session, the Premier emphasized fostering the low-altitude economy to drive growth. By early 2024, 16 provinces incorporated related policies in reports, and rules for Unmanned Aircraft Flights were in place. China had 1.11 million registered civilian drones by September 2023, with 182,000 licensed pilots and 17,000 operating enterprises."
